Prepaid-, Invoiced- or Consumption based Utility Management for all municiapal services on  behalf of the Landlord, Managing Agent, Body Corporate or HOA can be provided.

Monthly Service Options

Our Utility Management and Meter Reading Service Options are subject to signing a Service Level Agreement (SLA) and are not limited to:

Pre-paid
Consumption

Pre-paid Consumption based Utility Management for Electricity, Water and Gas, on behalf of the Landlord, Management Company or Body Corporate/HOA:

Utility Management done by Ampacity includes, at a fixed fee per unit as per SLA, co-ordination of the prepaid meter purchases, the monthly reporting and the transfer of the net Pre-paid income to the Landlord, the Managing Agent or the Body Corporate/HOA. The Landlord, Management Company or Body Corporate/HOA is responsible for direct payment of the main bulk city council account.

  1. Pre-paid purchases are monitored to determine if meters are tampered with or by-passed.
  2. Ensure tariffs comply with NERSA tariffs at all times.
  3. E-mail and telephone assistance in respect of billing or prepaid purchase queries.
  4. Additional costs as per SLA is applicable for prepaid and remote metering.

Pre-paid Utility Management

Pre-paid Utility Management for Electricity, Water and Gas, is managed on full packaged Utility Management basis.

Ampacity takes over the responsibility for the city council’s bulk metered account payments and will recover and receive the pre-paid purchases in total.

Tenants’ pre-paid purchases will be monitored to determine if meters are tampered with or bypassed. E-mail and telephone assistance in respect of billing or pre-paid purchase queries are available.

Postpaid Consumption

Postpaid Consumption based Utility Management for Electricity, Water and Gas, on behalf of the Landlord, Management Company or Body Corporate / HOA

Postpaid Consumption Utility Management includes the monthly meter readings and providing the Landlord or the Management Company with import files in respect of readings and billings for the collection of utilities.

The Landlord or the Management Company is responsible for the direct payment of the main bulk city council account. This is negotiated at a fixed fee per unit per SLA.

  1. Monthly readings of all sub meters.
  2. Monthly reading of the main bulk city council meter.
  3. Generate import files for billing or manual reading sheets for reading capturing
  4. Ensure tariffs comply with NERSA tariffs at all times.
  5. Generate individual tenant meter slips for fair and accurate billing.
  6. E-mail and telephone response to billing queries.
  7. Ampacity will on a monthly basis check and report on any areas of concern with suggestions and quotations to rectify / replace faulty meters etc., as and when applicable.

Postpaid Utility Management

Postpaid Utility Management for Electricity, Water and Gas is managed on an invoiced based full packaged Utility Management:

  1. Monthly manual readings of all sub meters.
  2. Monthly reading of the main bulk city council meter.
  3. Generate import files for billing or manual reading sheets for reading capturing.
  4. Ensure tariffs comply with NERSA tariffs at all times.
  5. Generate individual tenant invoices with fair and accurate billing.
  6. E-mail and telephone response to billing queries.

Ampacity will on a monthly basis check and report on any areas of concern with suggestions and quotations to the Landlord, Management Company or Body Corporate / HOA, to rectify broken meters etc.

City Council Costs Recovery Management

Management ensuring that personnel and prepaid consultants / business associates adhere to the legal tariffs and rates that are prescribed to be charged to all consumers, as annually determined and approved by the National Energy Regulator of South Africa (NERSA) and which tariffs are then approved and implemented by all local authorities as per their municipal By-laws.

  1.  Monthly reading of the Council / Bulk check meter for electricity and water
  2. Monthly reading of any common property meters
  3. Compare tenants’ sub meter usage vs Council / Bulk meter usage, in order to:
    • determine if any meters had been tampered with or bypassed
    • ensure that all tenant usage is accounted for
    •  identify any technical losses on the building that need to be corrected
    • highlight any faulty meters
  4. Calculate and bill any additional usage for tenants such as common area usage, if thus required as per their lease agreements.
  5. On site investigation of under recoveries.
  6. Arrange ad hoc tenant meetings when needed.
  7. Arrange ad hoc management meetings.
  8. Provide recovery variance reports monthly as per SLA.

1. Audit city council account/s

  • Check if correct meters are being billed
  • Check if readings match current readings on meters
  • Check for correct tariff and correct implementation of tariffs

2. Resolve council queries on account from date when Ampacity takes over the management

  • Any old queries going back prior to Ampacity take over will be quoted separately
  • Request council to take actual readings
  • Check that billing continue to run correct on account
  • Additional charges may apply T&C’ s apply on some queries

3. Check Council billing vs Ampacity readings on Council / Bulk meters’ monthly

  • This identifies any incorrect council billings and is used to do correct monthly accruals
1. Municipal Property Rates Valuation Investigation
    • Re-valuation of Commercial-, Retail-, Industrial- and High-rise Residential properties could be done by an Ampacity business associate who is a certified professional valuer with 36 years of experience.
    • This is done to ensure that properties had been correctly valued and that municipal rates had been calculated at the correct value.

2. Energy Performance Certificates (EPC Certification mandatory by Law)
  • It is mandatory to hand in and display at buildings the Energy Performance Certificates with a set deadline of 31st December 2022, as was gazetted on 8th December 2020.

  • The compulsory EPC Certification is currently applicable to:
  • Government-tenanted buildings of more than 1000 m² and
  • Commercial properties of more than 2000 m²
  • Should the Energy Performance Certificates not have been submitted and displayed at the buildings as gazetted, property owners risk a R5 million fine, five years in prison, or both.
  • Energy performance inspections and the necessary EPC Certification could be done and provided by a qualified and certified business associate of Ampacity. Certification costs are to be negotiated directly with the qualified associate. Kindly contact us for more details and assistance.
